City Departments
The City of Columbia serves our citizens, businesses and visitors with a variety of departments please choose from the following selections to see what your favorite department is doing:
Administration
Whenever you call or stop by City Hall for assistance, chances are you will be greeted by a member of our Administrative staff. The main goal of our staff, under the direction of City Clerk Carolyn Edwards is to provide you with the best possible service in a courteous, friendly and timely manner. If the staff is unable to answer your question or help you with your problem immediately, they will see that you are directed to the responsible person for attention.
Our office personnel assist the City Clerk in her responsibilities as the custodian of all city records, the preparation and collection of city tax bills and billing and collection of Occupational License. They also perform all bookkeeping duties related to the deposit and disbursement of all City funds as well as providing administrative assistance to all other departments, boards and City Council.
Police Department
The Columbia Police Department, under the direction of Chief Mark Harris, is committed to serving the community in a professional and efficient manner utilizing qualified and trained personnel and the most up-to-date techniques and equipment possible. The Department consists of (10) full-time officers, all of whom are certified by the Department of Criminal Justice Training. Certification requires the completion of a basic sixteen-week program in Law Enforcement at Eastern Kentucky University and a minimum of 40 hours of yearly continuing education classes in law enforcement related fields. Additionally, some officers are certified trainers in various fields: 1 D.A.R.E. instructor, 2 firearms instructors, and 1 OC Spray Instructor.

Fire Department
A tragic fire in 1977, in which 5 lives were lost, was a “wake-up call” for City Fire Chief Michael Glasgow, who at the time was new to the job. Since that time, the Department has greatly increased in its up-to-date equipment and training for all firefighters. Currently, the Columbia Fire Department has 25 firefighters, all volunteer and all equipped with pagers. These firefighters are on-call at all times. All 25 are state-certified as training mandates and receive monthly trainings in current techniques. The department proudly has 5 certified EMT'S employed with the local ambulance service, two firefighters employed with local law enforcement agencies, and Deputy State Fire Marshall Charles V. Sparks, a hazardous materials specialist, serves as Assistant Fire Chief to the department.

Street Department
The City of Columbia Street Department under the supervision of Donnie Rowe, is responsible for all of the City's streets, storm sewers and the maintenance and beautification of public properties. In addition to Mr. Rowe there are two other full-time employees in the Street Department. The department is regularly assisted by inmates of the Adair County Regional Jail through the Work Release Program to meet the demands of the workload which often varies with the seasons of the year.
Among the tasks performed by the Street Department are street sign and traffic sign maintenance and replacement, snow removal, litter removal, sidewalk replacement, maintenance of all drainage systems, grass and limb cutting as needed as well as clean-up and beautification of the City's public properties.
The Supervisor of the department must be CDL certified by the Kentucky Transportation Cabinet in order to operate larger maintenance trucks. The Department must also follow all OSHA and safety guidelines.
Sanitation Department
The Columbia Sanitation Department under the supervision of Kenneth Dulin is responsible for all of the City's refuse collection both commercial and residential and consists of 2 Refuse Collection Trucks. The department operates on a Monday thru Friday schedule regardless of holidays.
In addition to Mr. Dulin, there are four other full-time employees.
Parks & Recreation Department
The Columbia City Park underwent a $42,000 renovation project in 2002. The project, partially funded by a grant from Kentucky Land and Water Conservation allowed the City to add new playground equipment, completely resurface and stripe the tennis courts, add new fencing and lights as well as some new park benches, picnic tables and grills.

Columbia Utilities
The Columbia Utilities Water and Gas office is responsible for billing customers for City water, gas, sewer and garbage.
Bills, notices and refunds are mailed to the customer at the address listed on file at the Water and Gas office.
Meters are read and billed monthly. Bills are due and payable by the date printed at the bottom of the bill. If bills are not paid within ten days, services may be disconnected without further notice.
To discontinue service, notice must be given to the Water and Gas office. Otherwise, the customer shall remain liable for all services used until notification is given.
